I am pleased to serve as the chancellor and welcome you to the Bakhtar University. This private university was founded in 2005 with mission to generate knowledge, develop education and spread education on the basis of scientific knowledge of this time in our country. My task is to apply leadership and management strategies that reflect integrity, quality and transparency in education, research, innovation and technology. Our most precious commodity is you, our students and all we're trying to do is to support the growth of your personality in the field of education, humanity, and the ability to successfully enter the work process after graduation. The Bakhtar University has been on the path of delivering quality education by developing the young human resources with ethical and moral values, while boosting their leadership qualities and innovative skills. Our five-year strategic plan will be the map that guides us to provide the best education possible for students. The three strategic priorities for 2019-2023 are to provide quality education at all levels of study, which with its attractiveness, will help to increase the interest in studying at Bakthar University, as well as the interest of employers in Bakhtar University graduates. Secondly, to streamline the university's management and administrative structures to ensure efficient management, logical technical interconnection of individual structures and a professional working environment for employees and students of the University. And finally to develop new cooperation and partnerships at the level of universities and state institutions. I appreciate the day-to-day efforts of management, staff and students to push the boundaries of education, science and research further and further by introducing new technologies, improving the quality of study and motivating them to become exceptional at work and study at Bakhtar University. We will be able to fulfil these goals and together successfully reach the top through joint efforts and hard work.

It is a general perception that Office of Controller Examinations (OCE) just does the mundane job. It is a false notion. I believe that, OCE can play a vital role in the academia if its resources are used strategically. Any University which dreams of becoming flagship in educational arena must have an eye on the console to analyze staggering parameters indicating level of quality education being imparted, teaching pedagogy vis-à-vis its impact on the students’ attitude - through results.
Veracity, Quality and Control are the rudimentary principles on which I firmly believe in. By the grace of Allah and indomitable commitment of OCE team in a short time we have been able to reinstate the credibility, reliability and functionality of this most critical and dynamic department. By virtue of deep involvement and dedication in the examination matters, I am pleased that OCE now plays a vital role in the University’s strategic decisions.
Now examination team has embarked on reshaping its services. We are heading towards emerging as swift service provider (SSP). And to achieve it we have to energize and exert more collectively by pledging ourselves to the highest level of commitment facilitating all stakeholders with our services and values. In this regard, I am pleased to share with all my colleagues that examination department has compiled a OCE Handbook which contains all the necessary information, SOPs and flow charts needed to have better insight about the examination department and its various functions.
Though this OCE handbook contains rich material yet I believe that with your feedback and suggestions it can become useful and resourceful asset for OCE, faculty and UMT in general.

The Committee on International Relations at Bakhtar University is the nation's oldest graduate program in international affairs. It combines intellectual diversity, analytical rigor, and global reach to provide an especially stimulating environment for students The small size and scholarly intensity of the Committee ensure that students with differing perspectives will challenge each other and come to a more sophisticated understanding of the complicated interaction between the realities of international politics and the requirements of a global morality. The sharp analytical and critical skills the program fosters provide excellent preparation for students. CIR has a remarkable track record both in placing students into the world’s best doctoral programs and in sending them on to professional success in government, NGO’s, and the private sector. A broad and committed alumni network, distinctive research skills, dedicated assistance with PhD admissions, funded internships, and the resources of one of the world’s premier universities help CIR students thrive in a variety of careers. Students work closely with Kabul’s distinguished faculty in international relations. At the core of the Committee's curriculum is the preparation of a faculty advised thesis that explores a significant problem in international affairs. Another feature of the program are two required core seminars in international relations and international political economy that introduce state of the art scholarship in international affairs. Students also choose from a wide array of courses, often taught in small seminar-style settings, by faculty from throughout the university in international relations, political economy, development, law, methodology, human rights and regional studies. Outside the formal classroom setting, students are encouraged to participate in one or more of the University's more than seventy interdisciplinary workshops where they can engage work-in-progress by faculty and peers in their area of research. CIR students take advantage of a university that continues to pioneer the integration of social science with global engagement.
